Manteca Building Safety lists these as exempt: platforms, walks and driveways no more than 30 inches above grade and not over a basement or story below, including patio slabs without a roof, paths and concrete or asphalt driveways; retaining walls up to 4 feet tall measured from the bottom of the footing to the top of the wall; and one-story detached tool or storage sheds up to 120 square feet (electrical and plumbing still need permits).

On a property line, a wall with 18 inches or more of grade difference must be reinforced concrete or concrete block even when it's short enough to be exempt.
Work at the street
